A report says a control "may not be operating as intended in certain instances." Fieldwork actually found 14 of 40 wire transfers released without dual approval, $2.9 million in total. The auditor was accurate but not clear, and not complete. That gap between what was tested and what was communicated is exactly what this scope tests.
The Global Internal Audit Standards set quality attributes that every engagement communication must satisfy: accurate, objective, clear, concise, constructive, complete, and timely. They are not a style guide. They are the criteria a reviewer applies before a report is released, and the criteria the exam applies to a badly written excerpt in a stem.
A useful memory anchor is that the attributes split into three jobs. Accuracy and objectivity govern truth. Clarity, conciseness, and completeness govern comprehension. Constructiveness and timeliness govern usefulness.
- Accurate: free from error and distortion, and faithful to the underlying facts. Every number in the report traces to workpaper evidence.
- Objective: fair, impartial, and unbiased, developed from a balanced assessment of all relevant facts and circumstances.
Common mistakes
- Reading "concise" as "shorter." Deleting the effect statement to save a page breaks completeness. Cut redundancy and hedges, never essential content.
- Treating constructive as softening. Changing a 35% exception rate to "opportunities exist" destroys accuracy. Constructive changes the target from a person to a process, not the severity.
- Waiting for the final report on urgent issues. A 39-day delay on active unauthorized payment access is a timeliness failure regardless of how good the final report is.
Bottom line
- Seven attributes: accurate, objective, clear, concise, constructive, complete, timely. Truth (accurate, objective), comprehension (clear, concise, complete), usefulness (constructive, timely).
- Accurate means error-free and traceable to evidence; objective means balanced and unbiased, including what worked.
- Clear means understandable without jargon; concise means no redundancy or hedging, not fewer facts.
- Complete is judged against the intended audience and carries criteria, condition, cause, effect, and action plan.
Exam shortcut
Score the excerpt, do not admire it. When a stem quotes report language, run the seven attributes in order and stop at the first violation the answer choices name. Stem signals map cleanly. "Some," "several," "may potentially," "appeared to" signal accuracy and clarity failures. Named individuals and words like careless or negligent signal constructiveness. Findings with no cause or no effect signal completeness.
