A customer can pass an identity check and later use an account for suspicious transfers. Another can submit genuine company documents while hiding who ultimately controls the business. Effective financial-crime controls connect identity, ownership, purpose, behavior, investigation, and reporting throughout the relationship.

Money laundering (ML) disguises the origin of criminal proceeds. Financing of terrorism (FT) concerns the destination or use of funds, which can originate from lawful activity. A small transfer is not necessarily low risk, and a lawful source does not exclude terrorist-financing concerns. Anti-money laundering (AML) and countering the financing of terrorism (CFT) therefore need a risk-based approach rather than a single transaction-size rule.

The familiar placement, layering, and integration stages explain how proceeds can enter and move through the financial system. They are analytical categories, not a required sequence that every case follows. Electronic transfers, trade transactions, and apparently legitimate businesses can combine stages. A bank investigates the actual customer and transaction pattern instead of waiting to observe all three labels.
